Unauthenticated build triggering via disabled webhook secret

Improper initialization in Jenkins Gogs Plugin 1.0.15 and earlier allows remote attackers to trigger job builds through the webhook endpoint. The GogsWebHook root action exposes /gogs-webhook while the per-job Gogs secret option is disabled by default, so requests are accepted without secret validation. An attacker needs network access and a chosen Jenkins job name; a successful request starts that job and consumes its configured build resources.
