Incorrect authorization in OpenNMS Horizon 31.0.8 through 32.0.1 and Meridian 2023.0.0 through 2023.1.4 allows role escalation. FilesystemRestService permits ROLE_FILESYSTEM_EDITOR users to read or replace users.xml without verifying ROLE_ADMIN membership. An authenticated user holding that role can grant any role, including ROLE_ADMIN, gaining administrative control over the monitoring server.
