Highest-privilege command execution via unauthenticated UDR

Remote code execution in Red Lion SixTRAK and VersaTRAK RTUs allows remote attackers to run shell commands with highest privileges. The Sixnet Universal Protocol exposes a Linux shell command over TCP port 1594 and accepts UDR messages without the authentication challenge enforced over UDP. Network reachability to TCP port 1594 is sufficient, including when UDR-A authentication is enabled, and commands run with the RTU's highest privileges.
