Local information disclosure via malformed UTF-16 SQL strings

SQL injection in Google Android 11, 12, 12L, and 13 allows local users to disclose data through malformed UTF-16 strings. DatabaseUtils.appendEscapedSQLString accepts malformed UTF-16 from deserialized input, escapes it as ordinary text, and appends it directly to an SQL string. A locally executing user process can reach the path without user interaction and use the altered query to read data exposed by the affected database operation.
