Local privilege escalation via publicVersion token retention

Privilege escalation in Google Android 11 through 14 allows local users to launch an activity from the background without interaction. NotificationManagerService.sanitizeSbn fails to strip the activity-launch authorization token from notification.publicVersion before returning a notification to its app. An installed app with ordinary local execution can retrieve its notification and fire the embedded PendingIntent, bypassing background activity-launch limits without user interaction.
