Cross-user image disclosure via unchecked shortcut user ID

Information disclosure in Android Framework 11 through 14 allows local users to read another user's shortcut image through ShortcutService. verifyShortcutInfoPackage checks the shortcut package but fails to validate its user ID before accepting a published shortcut. A local app with ordinary execution privileges can submit a shortcut for another user and retrieve that user's image without interaction.
