Local privilege escalation via unchecked Bluetooth indices

Out-of-bounds writes in Android 13 and 14 Bluetooth code allow local users to escalate privileges without user interaction. Several btm_ble_gap.cc paths use MAX_SYNC_TRANSACTION as an array index when allocation or lookup returns that sentinel, writing beyond periodic-sync arrays. A local user needs no additional execution privileges or user interaction, and successful exploitation grants higher privileges on the device.
