Cross-user credential disclosure via mis-scoped PendingIntent

Information disclosure in Android 14 Credential Manager allows local users to access another user's credentials without interaction. CredentialManagerUi.createPendingIntent calls getActivity without mUserId, so the selector PendingIntent is created for the process user instead of the intended Android user. A low-privileged local app can trigger the cross-user path without user interaction, exposing credentials belonging to another Android user.
