Boot-loop denial of service via unlimited shortcut registration

Denial of service in the Android Framework in Android 11, 12, 12L, 13, and 14 allows local users to force a device into a boot loop. ShortcutPackage.forceReplaceShortcutInner lets an application with multiple main activities repeatedly add dynamic shortcuts without enforcing a package-wide limit. The attack requires local application execution but no additional execution privileges or user interaction, and its reported consequence is loss of availability through repeated booting.
