Policy disclosure via unauthorized project ID linking

Improper authorization in GitLab EE allows remote authenticated users to disclose security policies from projects they cannot access. The securityPolicyProjectAssign GraphQL mutation accepts a securityPolicyProjectId, loads that project, and links it without authorizing access to the referenced project. Exploitation requires an EE license and access to a target project or group, and exposes the referenced project's configured policies.
