Route-origin validation outage via malformed RPKI decoding

Denial of service in NLnet Labs Routinator 0.12.1 and earlier allows remote attackers to crash validation via malformed RPKI objects. The bcder decoder fails to validate nested lengths, truncated primitive or tag data, bit strings, and object identifiers before operations that panic instead of returning decoding errors. A repository publisher can trigger the crash by supplying a crafted object that Routinator processes, remotely disabling route-origin validation.
