Remote service crash via GAP sequence underflow

Reachable assertion in eProsima Fast DDS before 2.6.5 and 2.7.0 through 2.9.1 allows remote attackers to crash the process. StatefulReader::processGapMsg subtracts one from a zero GAP bitmap base, causing SequenceNumber_t::operator- to assert instead of rejecting the invalid sequence range. An unauthenticated attacker that can send an RTPS packet after participant discovery can terminate the receiving process, interrupting its service.
