Privilege escalation via bearer-token session authentication

Improper access control in Sentry 22.1.0 through 23.7.1 allows remote authenticated users to obtain higher-scope API tokens. ApiTokensEndpoint used session authentication for bearer-token requests and returned every token belonging to the authenticated user without enforcing the presented token's scopes. Possession of any user token, even one with no scopes, exposes stronger tokens that authorize otherwise forbidden requests.
