SCM tag deletion via non-POST endpoint

Cross-site request forgery in Jenkins Bazaar Plugin 1.22 and earlier allows remote attackers to delete previously created SCM tags. A tag-deletion HTTP endpoint fails to require POST requests, allowing a crafted cross-origin request to invoke the state-changing operation. Exploitation requires a Jenkins user's browser to send the crafted request; the bounded consequence is deletion of an existing SCM tag.
