Administrator RCE via unrestricted PHP language upload

Arbitrary file upload in WBCE CMS 1.6.1 allows remote authenticated users to execute PHP code through the language installer. The /admin/languages/install.php handler accepts a .php upload without blocking the executable suffix and then passes the uploaded file to require. Administrator access and a valid form token are required; the included payload runs with the web server process privileges before the file is unlinked.
