BGP session reset via malformed tunnel attribute

Improper BGP update handling in FRRouting FRR 7.5.1 through 9.0 and Pica8 PICOS 4.3.3.2 allows remote attackers to reset BGP sessions. The bgpd Tunnel Encapsulation attribute parser terminates the peer session when flags, lengths, or sub-TLV lengths are malformed instead of treating the route as withdrawn. Reachability requires a crafted transitive attribute to arrive over a BGP peering path; repeated propagation can repeatedly interrupt routing traffic.
