Authenticated denial of service via stale state dereference

NULL pointer dereference in Libreswan 3.0 through 4.11 allows remote authenticated users to restart the pluto daemon via IKEv1. In process_packet_tail, accept_delete deletes the current ISAKMP state, but processing continues to later Delete/Notify payloads and dereferences the cleared state. Only successfully authenticated IKEv1 peers can reach the path; repeated malformed exchanges can keep the VPN service unavailable.
