Missing authorization in NETGEAR ProSAFE Network Management System before 1.7.0.20 allows remote authenticated users to escalate privileges. The createUser function exposes account-creation functionality without verifying that the caller is authorized to use it. Authentication is required, but the authentication mechanism can be bypassed, enabling access to resources normally protected from the caller.
