Improper exceptional-condition handling in JetBrains IntelliJ IDEA before 2023.1.4 allows local users to suppress the license dialog. JetBrains has not published the affected code locus, the exceptional condition involved, or how that condition prevents the licensing prompt from appearing. Low-privileged local access is required, and the published consequence is limited to suppressing that dialog.
