Unrestricted file upload in Chengdu Flash Flood Disaster Monitoring and Warning System 2.0 allows remote authenticated users to execute code. The ImageStationDataService.asmx SaveImage function accepts unrestricted file types and stores an attacker-supplied ASPX file beneath the executable Upload/ImageData path using a predictable monitor code and timestamp-based name. Exploitation requires a monitorCode already present in the database and adjacent-network access, after which the uploaded web shell exposes server-side command execution.
