Unrestricted file upload in Chengdu Flash Flood Disaster Monitoring and Warning System 2.0 allows remote authenticated users to execute code. The MFCW.Web.Controller.Ajaxfileupload handler accepts the multipart file field without filtering its extension and writes executable ASPX content beneath /upload/ContingencyPlan. Adjacent-network access and low-privilege authentication are required under the CNA assessment; a successful upload installs a web shell with the application's privileges.
