Service interruption via oversized post edit reason

Resource exhaustion in Discourse before 3.0.6 and 3.1.0.beta1 through 3.1.0.beta6 allows remote authenticated users to cause a service interruption. The Post model accepted an edit_reason without a length limit, allowing a crafted oversized value to consume excessive resources during a post edit. A user must be permitted to edit a post; the reported consequence is limited to service availability.
