Excess account creation via unlocked invite redemption

Race condition in Discourse stable before 3.0.6 and beta 3.1.0.beta1 through 3.1.0.beta6 allows remote attackers to exceed invite limits. InviteRedeemer created an invited-user record and incremented redemption_count without locking the invite row, so concurrent accept requests could each pass the redemption limit. Exploitation requires a valid invite link and precisely timed concurrent requests; the bounded consequence is creation of additional forum accounts.
