Encoder abort via unchecked bitmap input

Reachable assertion in libjpeg before 1.66 allows context-dependent attackers to abort the sample encoder with a crafted input file. BitMapHook in cmd/bitmaphook.cpp accepts short image reads without error, and the library ignores the hook's return value, letting inconsistent bounds reach a height assertion. The file must be processed by the bundled command-line encoder or a similarly exposed integration; Debian classifies the demonstrated crash as having no security impact.
