Stored script execution via unsanitized project titles

Stored XSS in Vanderbilt REDCap 13.1.35 allows remote authenticated users to execute scripts through a crafted project title. The new-project creation function stores crafted title content that a later page renders as active HTML or JavaScript instead of text. Project-creation access is required, and another user must view the stored title; code then runs in that viewer's browser context.
