Service hang via unadvanced packet-buffer index

Denial of service in FRRouting before 8.5 allows attackers to hang babeld by sending a crafted Babel Hello message. The babeld parse_packet loop uses continue on ignored Hello cases without advancing the packet-buffer index, so it repeatedly parses the same bytes. The packet must reach an enabled Babel interface; published assessments disagree on whether low privileges are required.
