Unauthenticated user impersonation via unsigned SAML responses

Improper authentication in OpenAM before 14.7.3 allows remote attackers to impersonate any user through SAMLv1.x SSO responses. SAMLUtils.verifyResponse accepted an unsigned response because signature validity was checked without first requiring a signature, while processResponse verified only responses marked as signed. The SAMLv1.x SSO endpoint must be enabled and reachable; a crafted response can establish a session as any OpenAM user, including an administrator.
