Arbitrary code execution via incorrect buffer check

Out-of-bounds write in GTKWave 3.3.115 allows attackers to execute arbitrary code when a victim opens a crafted VCD file with vcd2lxt2. At src/helpers/vcd2lxt2.c:933, parse_valuechange uses the vector buffer size and value-string length in an incorrect bounds check before appending a null byte. A victim must run vcd2lxt2 on an attacker-supplied file; successful exploitation executes code in the user's process context and can also crash the utility.
