Stored XSS via unsanitized branding SVG upload

Stored XSS in Winter CMS before 1.2.3 allows remote authenticated users to run script in a victim's browser through a branding SVG. The branding-logo upload path saved SVG content without first passing it through Winter\Storm\Support\Svg::extract for sanitization. Execution requires developer or super user permissions, local same-origin file storage, and a victim who directly visits the uploaded SVG URL.
