Engine crash via near-null debugger scope read

Uncontrolled resource consumption in ChakraCore master cbb9b allows local users to crash the engine by running crafted JavaScript. Js::DiagScopeVariablesWalker::GetChildrenCount() reads through a near-null pointer while debugger APIs enumerate nested scope variables. Execution under an attached debugger with scripted breakpoint commands is required; the demonstrated consequence is process termination, not data access or code execution.
