MME crash via missing EUTRAN CGI field

Null pointer dereference in Magma MME 1.8.0 and earlier allows network-adjacent attackers to crash the service with a malformed S1AP message. The s1ap_mme_handle_initial_ue_message function leaves ie null when an Initial UE Message omits EUTRAN_CGI, then dereferences ie to read the PLMN identity size. Access to the S1 interface is sufficient, and one crafted packet interrupts the MME and associated cellular service.
