MME service crash via unchecked emergency-number length

Stack-based buffer overflow in Magma MME 1.8.0 and earlier allows remote attackers to crash the MME through a crafted NAS packet. The decode_emergency_number_list_ie routine trusts the Emergency Number List length and copies that many bytes into the fixed-size number_digit array. An unauthenticated cellphone can supply the packet without a SIM, and a separate reachable assertion bounds the consequence to MME service interruption.
