Service crash via missing S1AP field

Null pointer dereference in Magma MME 1.8.0 and earlier allows attackers to crash the service via a malformed S1AP packet. s1ap_mme_handle_initial_ue_message accepts an Initial UE Message without eNB_UE_S1AP_ID, leaves ie null, then dereferences ie while logging its value. Access to the S1 interface is required; one malformed message terminates the MME and interrupts cellular service until it restarts.
