Service crashes via oversized NAS packet assertion

Reachable assertion in Magma MME 1.8.0 and earlier allows remote attackers to crash the service with an oversized NAS packet. The s1ap_mme_itti_s1ap_initial_ue_message routine calls AssertFatal when nas_msg_length reaches 1,000 bytes instead of rejecting the input. A compromised base station or an unauthenticated cellphone within radio range can repeat the packet to interrupt cellular service.
