Service crash via unfinished emergency-number parser

Reachable assertion in Magma MME 1.8.0 and earlier allows remote attackers to crash the service via an unauthenticated cellphone. The decode_emergency_number_list_ie routine parses an Emergency Number List element and unconditionally invokes Fatal when a linked-list continuation is reached. A crafted NAS packet sent from a cellphone within range of a connected base station is sufficient to terminate the MME and interrupt cellular service.
