Service crash via failed S1AP error response

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the service via malformed S1AP traffic. The Uplink NAS Transport handler detects a missing MME_UE_S1AP_ID, attempts to send an error indication, and asserts when that response fails. Access to the MME S1AP interface is required, and repeated packets can interrupt LTE cell service by repeatedly terminating the MME.
