Service crash via failed S1AP error response

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the service via a malformed S1AP packet. The s1ap_handle_ue_context_release_request handler passes a null MME UE S1AP ID into its error-response path, then asserts when that response fails. Network access to the MME's S1AP interface is required; repeated UE Context Release Request packets can terminate the MME and interrupt LTE service.
