Unauthenticated service crash via missing S1AP identifier

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the service via a malformed S1AP packet. The s1ap_handle_ue_context_release_complete function attempts an error response when MME_UE_S1AP_ID is absent, then asserts that the response succeeded. Unauthenticated access to the S1AP interface is enough to repeat the packet, keep the MME unavailable, and disrupt cellular service.
