Service crash via asserted S1AP error response

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the service via a malformed S1AP packet. The s1ap_handle_ue_capability_info_indication handler passes a missing required UE identifier to its error-response path and asserts that sending the response succeeds. An unauthenticated source able to send S1AP traffic can repeatedly terminate the MME, interrupting cellular service until the process recovers.
