Unauthenticated MME crash via missing Global eNB ID

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the MME via a malformed S1Setup Request. In s1ap_handle_s1_setup_request, an absent Global-ENB-ID leaves Global_ENB_ID unset before ogs_assert(Global_ENB_ID) terminates the process. Access to the S1AP interface is required, and repeated unauthenticated packets can persistently interrupt cellular service.
