MME crash via failed S1AP error response

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the service via a malformed S1AP response. When MME_UE_S1AP_ID is absent, s1ap_handle_ue_context_modification_response sends an error indication and asserts that the send succeeded. Network reachability to the S1AP interface is required; repeated malformed responses terminate the MME process and interrupt service.
