Unauthenticated crash via oversized S1AP message

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the MME via an oversized S1AP message. The s1ap_recv_handler routine treats a non-EAGAIN failure from ogs_sctp_recvmsg as an impossible state and invokes a fatal assertion instead of handling the oversized input. S1AP reachability is required; the published threat model includes unauthenticated mobile devices without a SIM and Internet paths through Wi-Fi Calling, and repeated packets can persistently interrupt cellular service.
