MME crash via missing PLMN identity

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the service via a malformed S1AP Initial UE Message. In s1ap_handle_initial_ue_message, the handler takes the PLMN Identity from EUTRAN_CGI and asserts that its size matches ogs_plmn_id_t without first rejecting a missing field. Exploitation requires the ability to submit crafted traffic through the S1AP interface; repeated messages terminate the MME and interrupt service for its subscribers.
