Service crash via failed S1AP error handling

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the service with a malformed S1AP packet. In s1ap_handle_handover_required, a missing MME_UE_S1AP_ID makes error delivery fail, and the code asserts that delivery succeeded. Access to the S1AP interface is required; repeated messages terminate the MME and interrupt LTE cellular service until it is restarted.
