Service interruption via missing S1AP identifier

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote authenticated users to crash the MME via malformed S1AP messages. The s1ap_handle_handover_notification handler tries to send an error response when MME_UE_S1AP_ID is absent, then aborts if that response fails. Access to the S1AP interface is required; repeated Handover Notification messages can repeatedly interrupt cellular service.
