MME crash via failed S1AP error response

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the MME via a malformed S1AP message. The s1ap_handle_initial_context_setup_response handler attempts to send an error indication when MME_UE_S1AP_ID is absent, then asserts when that response fails. Access to the S1AP interface is required; repeated Initial Context Setup Response messages terminate the MME process and interrupt LTE mobility management.
