Remote service crash via failed error response

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to repeatedly crash the service via malformed S1AP packets. The s1ap_handle_e_rab_modification_indication function tries to send an error for a missing MME_UE_S1AP_ID, then asserts when that error send fails. S1AP reachability is required; repeated packets interrupt LTE mobility-management service.
