Arbitrary file read via unsanitized catch-all path

Path traversal in the Fides Webserver API before 2.15.1 allows remote attackers to read arbitrary files from the server container. The unauthenticated catch-all route passes a URL path into frontend-file resolution without normalizing and rejecting parent-directory tokens. Exploitation requires direct API reachability; an AWS application load balancer rejects the traversal request, and environment-only secrets are outside the file-read impact.
