Cross-project artifact disclosure via unscoped file lookup

Improper authorization in Sentry 8.21.0 through 23.5.1 allows remote authenticated users to download other projects' debug and artifact bundles. The artifact lookup and debug-file endpoints resolved globally identified files without constraining each lookup to the project named by the route. Exploitation requires a valid account and a known foreign bundle identifier, and the demonstrated consequence is unauthorized file disclosure.
