Stored XSS via unescaped partial-block log messages

Stored XSS in Wikimedia MediaWiki before 1.35.11, 1.36.0 through 1.38.6, and 1.39.0 through 1.39.3 lets remote attackers run script in browsers. BlockLogFormatter builds partial-block restrictions with Message::text(), joins them, and passes the resulting HTML through rawParams() and Message::rawParam() without escaping. Exploitation requires partial action blocks to be enabled, a partial block using affected messages, and a user to open the blocked account's contributions page; script then runs in that user's browser.
